Arctic Challenge for Sustainability (ArCS) III – Arctic Governance Research Group and the Hokkaido University Arctic Research Center
organized a workshop titled “Hybrid Governance in the Arctic” on 23 October 2025.
In the first session, Professor Jarmo Vakkuri (Tampere University) and Professor Jan-Erik Johanson (Tampere University) provided an introduction to the concept of hybrid governance. This was followed by a session focusing on Arctic governance, which featured presentations by Fujio Ohnishi (Hokkaido University), Medy Dervovic (Reykjavik University of Iceland / University of Lapland), and Timo Mohr (Ludwig Maximilian University of Munich).
The final session included talks by Juha Saunavaara (Hokkaido University) , Aileen A. Espiritu (UiT – The Arctic University of Norway), and Marina Lomaeva (Hokkaido University), who explored the connections between Arctic governance and the concept of hybrid governance.
It is expected that the lively discussions and exchange of ideas during the workshop will lead to further collaborative projects and publications analyzing Arctic governance through the lens of hybridity.
